Cook Brothers was around since about 1978, when I remember they introduced a double clamp stem. They did make some race frames, but were best known for the aluminum cranks and especially the Cook Bros. hubs.
The hubs were really nice sealed bearing hubs that rolled great and were very expensive for the day.
The sticker here did not scan well because it is printed in mirror material. This is an original downtube
